Try using radgroupreply at freeradius field.
In our setup, the default accounts created in a "limited" group with some
default settings and all the accounts gets their properties like max-down
simultaneous-use etc from radgroupreply
And some special users gets their personal settings at radreply field.
(or radcheck/radgroupcheck)
