No, that is not normal. What captive portal are you using? -- it  
sounds like the JSON version (default for coovachilli). You might try  
the latest SVN version if you have already. When an access-reject is  
received, the Reply-Message should be presented (it is for me, using  
latest and greatest). Sometimes RADIUS servers are configured with a  
delay for access-reject (to thwart off brute force password guessing  
attaches), but it is usually just a second or two.

Another resource to consider is the Drupal Hotspot module which, at a  
minimum, gives a good start for creating your chilli captive portal.
