PPP(oe) WAN connection not established when using Wireless-Only hotspot

I have been struggling to identify what the traffic is that taking up 
the bandwidth. I have managed to get some SNMP graphing on my devices 
and have concluded that it is:
* only on the PPPoE side of the devices (ie no hacking activity from the 
wireless interface)
* predominantly in the download direction
* at a fairly constant rate and continuing for a number of hours
* only stops when the AP hangs/reboots

iBurst is a wireless broadband technology and it is often badly affected 
by certain environmental issues. The problems seem to occur when there 
are incidents of high packet loss on the wireless link or when the PPPoE 
connection is/was flapping.
