Starting coova chilli with no internet connection

Yes, there are issues with the auto-start. When chilli can't start,  
the scripts tries to reset the system (turning off chilli) and will  
restart again later. This doesn't play well with long disconnects  
from the Internet. Chilli isn't able to function without being able  
to resolve various configurations (walled garden, uam server, etc),  
so it might as well exit. Do you think it should not try to start  
again? Perhaps with a ping test first...
