idle timeout handling

I've found some odd behaviour that is a painful for paid hotspots: 
chillie checks both outgoing and incoming traffic to monitor idle 
timeout. That means that if you shutdown your laptop or disable the wifi 
interface while you have a single open TCP connection pending ACKs from 
the remote site can keep resetting the idle timer for a very long time. 
For hotspots where customers pay per used time that can become very 
expensive.

 From my experience all other systems only use outgoing traffic to reset 
the idle timer. I think coova chilli should do the same thing.
