Actually, you can redirect to /prelogin without it being a CGI. 

The benefit of redirecting to the 'loginurl' query string parameter is
that the URL it contains includes the correct "userurl" for that
browser's initial request. When using /prelogin, you assume the use of
what chilli already knows as the initial url, but more often then not,
that URL is some RSS feed or behind the scenes activity of your
computer, and not that of the user's browsing session...
