I'm afraid my knowledge of the internals does not go beyond what you can 
find at http://lartc.org/. The wondershaper (see 
http://lartc.org/wondershaper/ ) is a pretty nice demo of what can be 
done with it. I suspect you can get excellent help on the netfilter 
mailinglist though.
