[Chilli] skip leaky bucket for certain packets

Looking the patch again.. it has a couple issues:

- the can_bypass() is only checking one direction
- it not only bypasses leaky bucket, but accounting too

I don't think either of those are intentional. ? I would also rather see
the options as bwbypasstos and bwbypasshost (once they only stop bw
shaping from happening) since "bypass" can mean lots of things.
