[Chilli] WISPr-Redirection-URL attribute problem

Radius setting VSA "WISPr-Redirection-URL = www.aaa.com" attribute setting
case

1. correct userid and wrong password then "not" retrun
redirect_again_login_url <- never return

2. wrong userid any passwd return redirect_again_login_url

3. correct userid and correct password then auth ok and redirect
WISPr-Redirection-URL



when coovachilli 1.0.4 version not happen

but 1.2.2 version happen

what's wrong case1
