[Chilli] stacking CS-Total-Octets and CS-Total-Octets-Daily

Does "CS" mean "ChilliSpot" ? There is no -Daily attribute. It is up to
your RADIUS server provisioning logic to set the appropriate attributes
based on the policy and usage.
