[Chilli] inconsistency in downlink and uplink bandwidths using coovachilli

Without Radius and with the following --
/sbin/chilli -Ffd -c $CONFIG --pidfile=$pidfile --maxclients=512 
--defbandwidthmaxdown=100000000 \
         --defbandwidthmaxup=100000000 --defsessiontimeout=600 \
         --defidletimeout=600 -Ffd

we are only seeing downlink and uplink bandwidth of ~8Mbps (measured 
using www.speedtest.net),when we have configured coovachilli to 
100Mbps......though when we have configured coovachilli to
1Mbps(--defbandwidthmaxdown=1000 and --defbandwidthmaxup=1000), the 
measured d/l and u/l bandwidth ~0.98Mbps(which is consistent with 
www.speedtest.net measurements).
Also we have checked,that our wifi link can go much higher without 
coovachilli.

Is there any rate limiting cap being set by Coovachilli? If so how to 
get over it?
