I see a conceptual error in your config.

You use the subnet 192.168.1.0/24 both for the "management" class to 
ssh in your ap and for chilli.

In similar environments i use a different thing:

Chilli let client connet by using the default C class
( 192.168.182.0/24 ) and on the ap wan side, and of course 
even the eth on the "ap" side of my debian server is 
on the 192.168.181.0/24.

Using different classes for AP management and Chilli
all work good.

Try it!
