Public wifi / splash only

Hi all,
I have my WRT and it's wifi publically open for all, but I'd like to
display a splash page for each new session so that they understand what
I'm giving them and not misuse it.

Further reuirements are that no other resources are used, I want
everything to be done on the WRT, and I'd skip the use of radius (since
it would be an overkill).

I know I could use Chilli for all this, but before studying all of the
documentation I was wondering if there's a quick howto for exactly this
scenario.
