Starting coova chilli with no internet connection

I've run into a problem when trying to start coova chilli without an
internet connection:

The chilli startup scripts gradually spawn multiple udhcpc processes (or
pppd depending on connection type)  which drive the load on the router
though the roof and eventually stop it resopnding.

Has anyone else experienced anything similar?
