[Chilli] Multiple Instances of Coova

If you are wanting to run chilli on different VLANs on the same
interface, then you can have chilli do this directly (with only one
instance) using --ieee8021q option. All redirects will go to the same
captive portal, but you do have the vlan=# query string param to help
device which UI.
