of course it is possible. If've several dedicated servers serving 
hotspot access for a L2 cloud. If your APs have no L2 access to your 
server, you need some L2 tunneling between them.

I use vtun for this purpose to be able to debug my remote sites. Chilli 
listens on a software bridge, the bridge is connected to the hotspot 
ethernet port.

vtun runs in "ether" mode. If vtun has established a connection the tap 
interfaces is added to the software bridge on the server side. Other vpn 
software (openvpn, tinc, ...) can run in L2 mode, too.
