dhcp relay

So, i figured out the problem why i couldnt get ip from dhcp-relay
It seems problem was time-offset parameter.
But now,
Both coova itself and dhcp-server relayed are giving me addresses.
dhcpgateway 192.168.0.10
dhcpgatewayport 67
dhcprelayagent 139.179.101
macauth
macpasswd password

So my client gets the ip address (from relay) 192.168.10.20 (As i start
range from 20)
but on chilli_query i see another ip like 192.168.10.2  for same mac-id
So why coova still distributes ip even i have dhcpgateway parameter on my
config???
Is there another config to stop coova dhcp service???
