HS_radius2 variable not working

Hi All,
I have created a second Wireless radius server to handle any requests if the primary server goes down...does not seem to work. I am using Coova 1.1.13 and I used the following lines in the config file.
HS_RADIUS=radius0.au.globalgossip.com
HS_RADIUS2=radius1.au.globalgossip.com
Ok, this works as long as radius1 server is running. When I bring down the server, new requests do NOT hit radius1 (checked the logs). If I do the following...
HS_RADIUS=radius1.au.globalgossip.com
Then it works and requests get processed, so its not a misconfiguration. The only thing I can think of is that HS_RADIUS2 does not work, as in, if HS_RADIUS server is down, it does not even try to check HS_RADIUS2.
Can someone let me know if this is a bug or if I've configured something incorrectly? Thanks
