[Chilli] Building RadSec into CoovaChilli

Hello all,

Just a heads-up.. I will be building RadSec support directly into
CoovaChilli. What is RadSec? It is, essentially, RADIUS tunneling over
SSL. Why not use radsecproxy? Because it is actually very large (using
pthreads and with realm based routing features) where we just need
something a bit more simplistic for a single chilli RADIUS stream.
Radsecproxy or JRadius can be used server-side to terminate the tunnel.
