[Chilli] wispr upload limiting on coova 1.2.2

Between eachother, it is normal that coova can not control upload/download 
speeds.
But i am mentioning about the users in different subnets, different coova 
processes.
Lets assume user A is on coova a , and user B is on coova b (or in any other 
subnet)

I can totally control download speeds of each users without any problem at 
all.
But when mentioning about upload speeds...It doesnt work.
It doesnt matter the connection is thru internet or to another wan user...
