[Chilli] Apply default options for local users

Hi, there

I found if the user login with local user account, the default radius
options does not apply to these sessions.
The options includes default session timeout, default idle time, max
up/down bandwidth, which still very useful for local accounts.

Enclosed is a quick dirty hack for people who might need the options
to work with local accounts.
