[Chilli] --with-openssl was given, but test for openssl failed

I have seen a similar issue when running the first compilation of a  
newly checked out Openwrt build, with coova-chilli configured to use  
openssl.

A quick a dirty work around is to not compile coova-chilli in the  
first run (make sure you are compiling openssl though). Then re- 
compile, this time with coova-chilli.

Seems to have worked for me, although I'm sure there is probably a  
better solution.
