The standard 'up.sh' from the distro is to accept everything from the tuntap interface for the iptables FORWARD and INPUT chain, so the additional rules are redundant. If in your configuration you needed these additional rules, then perhaps you are not using the standard up.sh from the distro.

I've had this working in 1.1.3 and 1.2.5.
Ensure the modules are in the kernel and also edit up.sh to include
ipt -I FORWARD -j ACCEPT -i $TUNTAP -p greipt -I FORWARD -j ACCEPT -i $TUNTAP -p tcp --dport 1723
