Yes, it is misconfigured but what is the part which is 
misconfigured then ? In what way it is misconfigured ?

Honestly I don't see any reason why you opted to have 
layer3 on, since effectively you have chilli Layer 2 to
the connecting devices. What you have is just external
DHCP server instead of using chilli dhcp, that's all.

In any case I am only interested to know why my setup is 
NOT working. I hope someone could point out why.
