With the "any ip" option the main network setting wouldn't really
matter as long as the IPs are routed?  Do they need a route for the
UAMLISTEN IP or will Chilli handle that?

So using "any ip" combined with the layer 3 option, I should be able
to give out IPs from multiple IP blocks using another DHCP server and
have those IPs work through Chilli?  If that is the case, it should
work for what I need.  Thank you.

> Chilli can only have one main network, which is used by (and routed to by kernel) the tun/tap interface. You can have chilli allow for 'any ip' where it can use addresses outside it's main network. Those addresses must be routed in your network, or also use the 'Nat any ip' option to have the foreign IP natted with one taken from the dynamic pool.
