[Chilli] Same user on different network with different properties

Hi.

Given a system with a single radius system and several hotspots, we wish to allow users self registration, for example we would like to store cell numbers as username.
This is obviously a problem when user 3471234567 registers on hotspot A and then on hotspot B.
In the past I've asked similar question and was redirected to HuntGroups, but it's not the solution to my problem. HuntGoup allows me to set different properties for the same user based on the nas he is connecting to, but doesn't allow me to have the same "user" registered to two different hotspots.

I thought I could handle this by doing some changes on the login page, by adding some "code" (nas name?) after the username into registration, so that I could create unique username in the database.
But this looks like a workaround, and I was wondering if there's a better solution to the problem.
