[Chilli] Created debian package won't include /etc/chilli*

I'm trying to build a .deb package, and works fine, but when I install it the /etc/chilli directory isn't created.

I've noticed from prebuild packages that the debian/conffiles file contains much more data than the one in svn:

I'm not familiar with debian packages... How can I make them included into the .deb?
