[Chilli] stacking CS-Total-Octets and CS-Total-Octets-Daily

I have built a system that lets people buy bandwidth with PayPal it
just increases a CS-Total-Octets value in radcheck. Now the client
wants to give a free daily 100MB allowance before they have to pay.
How does CoovaChilli handle CS-Total-Octets and CS-Total-Octets-Daily?
Will they get cut off once one is met or do they both have to be met?
