[Chilli] Reduce the DHCP lease Time of CoovaChilli

I don't know if you have figured out yet. In case not:

You have the 'lease' option for chilli. If you want more fine-tuned control
over DHCP, you can set-up your own server and relay to it with the
'dhcprelayagent' option.
