But,  not sure how that can help unless I am missing the trick?

So if I install tinyproxy I can tell it to use my external squid proxy...
but I still need a way to lock it so only coova users can use the external
proxy...

There is no chilli option for that, though you could just implement that
with a local proxy with an up-stream configuration.
