I hope I'm not misunderstanding your question, but while the cluster
feature (which I'm not familiar with) would theoretically improve the
reliability of such a setup, you don't really need it to achieve what
you're looking at. I'm using the standard roaming capabilities of
ordinary APs with one instance of Chillispot, and it works just fine
on a small network of 3 APs, both with 802.1x and captive portal
authentication.
