[Chilli] Coova when no wan

One of the hackish way to handle 'coova with no wan' is -
- Write a script to check internet connection status {reachable,
unreachable}.
- Run it continuously on same controller machine (on which coova is
running).
- Use local dns server (for ex. dnsmasq).
- When internet is down, insert config in dnsmasq.conf which resolves any
DNS request to the ip of controller machine.(wild card resolv)
- On controller machine use [SERVER_NAME] from SERVER object to redirect
client to a page showing internet is unreacheble/no connectivity etc.
- When internet is up remove the wild card entry from dnsmasq.conf
(All the insert and remove config from dnsmasq.conf as well as internet
connection status script are automated.)
