[Chilli] noradallow in vesion 1.3.1-svn

Hello Claus,

I'm not sure, but I think that option is only checked when CoovaChilli
wants to download the configuration from RADIUS server. If can't
download it, then access is granted to all.

At least, that's what I have got from the source...
