[Chilli] CoovaChilli 1.3.0 does not call dhcp release mac after idle timeout

I also have problem when trying to change client's ip address, CoovaChilli
somehow doesn't detect the ip has changed.

I have to run chilli_query dhcp-release xx-xx-xx-xx-xx-xx (mac address of
the changed ip client) to release the ip.

I think I have done something wrongly in configuration the network.

Any suggestion or which log should I share to troubleshoot this issue?
