[Chilli] chilli and satellite wan

I am using chilli to manage users on a very limited bandwidth and high
latency network. Everything fine except chilli randomly stops handing out
IPs and wont let users login. I suspect its crashing and want to cron a
script to check on it every 5 minutes and restart it if its not working.
