[Chilli] conup for devices connected but not authorized

Hi guys,

I was wondering if there is an event like the conup or condown scripts but
that is triggered when a device connects into coova. In other words I'd
like to account when a device is detected even if it was not yet
authenticated within coova. Is this possible?
