[Chilli] Chilli is not redirecting user to portal

Hi Folks,

After successfully configuring a test server with coova chilli, I trie to
build a new server so I could validate my steps.

Both my radius server and captive portal are running in an external host,
so I re-installed ubuntu on the host and than installed chilli from sources
and restaured the configuration files from the backup of the first server.

This new coova is not redirecting clients to the captive portal. Also when
I run chilli_query list I can see that chilli is assigning IP address for
the devices but the original URL is not showing in the output.

Running chilli in debug mode (chilli --deubg --fg) I noticed that there is
no message from redir.c module, so it seems I left something behind but I
can't figure out what it was.

The server has ip forwarding enabled, and I can ping the required address
of all pieces from it (radius, portal, AP).

Any ideas on what I could forget that would prevent the redirection from
happening?
