[Chilli] [5/6] Depend on `haserl'

As long as there's a (working) web frontend per default shipped in the
package, `haserl' needs to be installed to use it, too.

  A better long-term solution would probably be to split off the
miniportal into it's own (arch-independant) package, "suggest" it and
that one would in turn depend on `haserl'.
