I think better keep RADIUS service centralized, it should work
(it is designed for that). I think MySQL/PostgreSQL backends
should be considered an implementation detail of the RADIUS
server, I wouldn't like dependencies to table structures as part
of "location interface". Also, usually the privileges of the DBMS
connections might not be configured as fine grained as possible,
potentially allowing a compromised "location1" to obtain database
information that would never be possible through RADIUS.
