[Jradius] jradius subversion commits

Hello,

Submitted some changes to subversion - 

- WiMAX attribute support - this includes the rlm_jradius/jradius
bridge, in the jradius client (JRadiusSimulator, RadiusClient, etc), and
the UDP format (used in the RadSec transport). 

- Much of the parsing/formating code is now using ByteBuffers instead of
Streams to drastically reduce overhead. 

- Note! A new rlm_jradius.c file which includes a new fields, passing
the length of the overall request.
