Problem with chillispot and dhcp relay

I keep forgetting to hit reply-all for the new mailing lists. But,
ultimately, probably better that people don't mistakenly mail the entire
list when replying to someone. Anyways, there is a possible fix in svn - but
testing it is not convenient for me right now ;) It is a simple change -- to
send unicast when Relay Agent IP is set.
