Yes, the hotspotlogin.php isn't part of the distro. There is only the
perl script hotspotlogin.pl. 

For a PHP example, you might also checkout the Drupal Hotspot module
which allows you to easily put a login page into your Drupal website and
administer the configurations settings also in Drupal.
