Here is a patch for default bandwidth-max option

Hi all!

I think, that especially for people who use CoovaChilli in
Internal-Hotspot mode with Authentication based on internalusers-file,
it would be great beeing able to define max-bandwidth for each user.
But for that, i understand that some more hacking in the code is
necessary. So for the time beeing, here is my patch on the current
SVN-Head to have two more configuration/console options:
defbandwidthmaxdown and defbandwidthmaxup, which set default values
for WISPr-Bandwidth-Max-Down / WISPr-Bandwidth-Max-Up if not set by
Radius-Reply.

It would be great if David could implement this in the SVN
respectively in the next release of Coovachilli.
