Problem with coova-chilli and eth1 on debian etch AMD64

Someone else mentioned this to me lately too. I didn't consider it a bug
since chilli is usually given an interface not yet configured with an IP
address. Which is a good policy to have since it will get complicated if
that IP also has services (DHCP, DNS, etc) associated with it.
Reconfiguring or restoring an interface to its non-chilli status
(perhaps including restarting dhcp/dns) sounds like a good job for the
ipup and ipdown scripts.
