Hi,

As mentioned, you shouldn't have two DHCP servers listening for
broadcasts, but your dhcp relay configuration is starting to look good.
Though, do be sure that the real dhcp server isn't also replying
directly to the same request. 

You might also consider using MAC authentication and Framed-IP-Address
in an Access-Accept to set "static" IP addresses in your network based
on MAC address.
