[Chilli] coova chilli and dnsmasq on same box

My previous testing revealed that have to make dnsmasq listen 
to tun0 interface.

The problem is, if dnsmasq is started first, chilli is started 
later, then tun0 does not exist yet - dnsmasq will fail. 

So it seems right to run it from up.sh, by then tun0 is created already. But care must be taken not to start more than one 
instance, if you start-stop chilli multiple times.
