[Chilli] How to Bring UP Newly Add VLAN (CoovaChilli) Without Restarting Daemon

Dear List Greetings,

I have CoovaChilli running flawlessly in multi tenancy mode (VLANs). When
we add new customer (New VLAN), i need to restart "chilli" daemon for it to
take effect. When restart "chilli" daemon to restart all instances on all
VLANs, i understand that is obvious.

But that disrupt the service for all other clients, it logs off all the
users loged in through other VLANs as well. I was thinking if there is a
another way to bring up the newly added VLAN rather than starting
CoovaChilli daemon to restart all instances.
