[Chilli] Disconnect on ChilliSpot-Max-All-Octets

Hello Lorenzo,

I think it is a RADIUS problem, since he is who must authenticate the
user. Have you set `ChilliSpot-Max-All-Octets` condition in `radcheck`
for the user you want to limit?
