[Chilli] Redirect when no WAN available

Hi.
I need to be able to redirect to the Chilli login page even if the wan is not available.
I changed my config this way:
domain local
domaindnslocal 
dns1 10.1.0.1 

I also have 
uamanydns 
usetap 
uamanyip 

This works great with Ubuntu and Android clients, but doesn't with iOS and Windows. Did anyone had similar needs? Any hint on how to solve?
