[Chilli] Roaming between different openwrt routers with common radius server

The batman-adv routing agent is used in mesh deployments to do layer 2
meshing, for example on Open Mesh nodes managed with the Cloudtrax
dashboard service. These nodes will run coovachilli and the DHCP server
just on the gateway node (i.e. the one with the wired gateway), with a
10.x.x.x subnet distributed out to repeater nodes. Clients can then
associate to different nodes / AP's without their leased IP changing.
